Israeli Missiles Silence Baby's Laughter in Gaza

29/02/08 "Electronic Intifada" -- - The innocent laughter of six-month-old baby Mohammed al-Bor'i stopped forever on Wednesday night when shrapnel from an Israeli missile and rubble struck the infant in the head, minutes after he enjoyed his last meal.

"The baby sucked milk, he was playing with his mother; I was reading a book when a rocket hit the Ministry of Interior," said Nasser al-Bor'i, the baby's father.

With the first missile, the electricity was cut and darkness filled the ill-fated house. Stones and pieces of the asbestos ceiling fell onto the head of the laughing child. The explosions continued as two other missiles hit the building.

"I looked for my baby in the darkness between the rubble; I did not know where he was. When he cried once I followed the direction of his voice," Nasser al-Bor'i said. "My hands touched my baby who was breathing hard; I felt warm liquid on my two hands and realized that he was wounded."

Al-Bor'i carried his son to the nearby Shifa Hospital as the blood streamed from his tiny head. In the hospital, al-Bor'i became hysterical when he realized that his only child had been killed.

Tears poured from al-Bor'i's eyes when he saw Mohammed's shoes. "After five years of treatment for sterility, [my wife and] I had a baby. I can't imagine that I lost him in a second."

Toys, a plastic bike, a crib and clothes were covered by the heap of rubble inside Mohammed's bedroom. Cutout magazine pictures of laughing babies decorated the walls, a sad reminder of the joy lost in the strike.

Mohammed's mother sufered shock and fell unconscious when she realized that the child had died. She laid on a hospital bed while her baby was in the morgue. On Thursday morning she cried when she returned home from the hospital to see Mohammed's empty crib.

Mohammed al-Bor'i was not the only child to be killed in the series of Israeli air strikes across the Gaza strip on Wednesday. In the northern Gaza Strip town of Jabalia, three other children, Anas al-Manama, 10, Bilal Hijazi, 11, and Mohammed Hamada, 11, were also killed in an Israeli air strike, Palestinian medical sources reported.

At least 19 Palestinian civilians and militants were killed and dozens wounded by the continuing Israeli air strikes on Gaza in the last two days.

U.S. Military Civil Disturbance Planning:
The War at Home Part One

Under the heading of "civil disturbance planning," the U.S. military is training troops and police to suppress democratic opposition in America. The master plan, Department of Defense Civil Disturbance Plan 55-2, is code-named, "Operation Garden Plot." Originated in 1968, the "operational plan" has been updated over the last three decades, most recently in 1991, was activated during the Los Angeles "riots" of 1992, and more than likely during the recent anti-WTO "battle in Seattle."
Current U.S. military preparations for suppressing domestic civil disturbance, including the training of National Guard troops and local police, are actually part of a long history of American "internal security" measures dating back to the first American Revolution. Generally, these measures have sought to thwart the aims of social justice movements, embodying the concept that within the civilian body politic lurks an enemy that one day the military might be ordered to fight.
Equipped with flexible "military operations in urban terrain" and "operations other than war" doctrine, lethal and "less-than-lethal" high-tech weaponry, U.S. "armed forces" and "elite" militarized police units are being trained to eradicate "disorder," "disturbance" and "civil disobedience" in America. Further, it may very well be that police/military "civil disturbance" planning is the animating force and the overarching logic behind the incredible nationwide growth of police paramilitary units, a growth which coincidentally mirrors rising levels of police violence directed at the American people, particularly "nonwhite" poor and working people.
Recently, Pentagon spokesman Kenneth H. Bacon "acknowledged that the Air Force wrongfully started and financed a highly classified, still-secret project, known as a black program without informing Congress last year." The costs and nature of these projects "are the most classified secrets in the Pentagon."1 Could it be that the current U.S. Air Force Civil Disturbance Plan 55-2, GARDEN PLOT, is one such program financed from this secret budget? We have a right to know. And following Seattle, we have the need to know.
U.S. military training in civil disturbance "suppression" is in full operation today. The formulation of legitimizing doctrine, the training in the "tactics and techniques" of "civil disturbance suppression," and the use of "non-lethal" weaponry, are ongoing, financed by tax dollars. The overall operation is called Garden Plot. And according to the bosses at the Pentagon, "U.S. forces deployed to assist federal and local authorities during times of civil disturbance...will follow use-of-force policy found in Department of Defense Civil Disturbance Plan-GARDEN PLOT." (Joint Chiefs of Staff, "Standing Rules of Engagement, Appendix A," 1 October 1994.)

Origins of Garden Plot

Rochester, New York, is the former home of Frederick Douglass's North Star newspaper. In 1964, it erupted in one of the first large-scale urban outbursts of the decade. Precipitated by white police violence against the black community, the July uprising lasted several days, subsiding only after the arrival of 1,500 National Guardsmen. In "the fall of 1964, the FBI, at the direction of President Johnson, began to make riot control training available to local police departments, and by mid-1967 such training assistance had been extended to more than 70,000 officials and civilians."2
On July 29, 1967, President Johnson issued Executive Order 11365, establishing the National Advisory Commission on Civil Disorders. It is more commonly known as the Kerner Commission, named for its chair, former Major General, and then Governor of Illinois, Otto Kerner. The creation of the commission came hot on the heels of the violence in Detroit, a conflict which left 43 dead, several hundred wounded, and more than 5,000 people homeless. Johnson sent troubleshooter Cyrus Vance, later Secretary of Defense, as his personal observer to Detroit. The commission issued its final report, completed in less than a year, on March 1, 1968.
Although the Kerner Commission has over the years become associated with a somewhat benign, if not benevolent character, codifying the obvious, "we live in two increasingly separate Americas," etc., the fact is that the commission itself was but one manifestation of a massive military/police counterinsurgency effort directed against U.S. citizens, hatched in an era of emergent post-Vietnam "syndrome" coupled with elite fears of domestic insurrection. While the movement chanted for peace and revolution, rebellious, angry and destructive urban uprisings were occurring with alarming frequency, often the result of the usual spark, police brutality, white on black crime. The so-called urban riots of 1967-1968 were the zenith, during this period, of social and class conflict. "More than 160 disorders occurred in some 128 American cities in the first nine months of 1967."3
The executive order establishing the commission called for an investigation of "the origins of the recent major civil disorders and the influence, if any, of organizations or individuals dedicated to the incitement or encouragement of violence."4 The work of the commission was funded from President Johnson's "Emergency Fund." The executive order sought recommendations in three general areas: "short term measures to prevent riots, better measures to contain riots once they begin, and long term measures to eliminate riots in the future."5 Their two immediate aims were "to control and repress black rioters using almost any available means,"6 and to assure white America that everything was in hand. Commission members included Charles B. Thorton, Chairman and CEO, Litton Industries, member of the Defense Industry Advisory Council to the DoD and the National Security Industrial Association, John L. Atwood, President and CEO, North American Rockwell Corporation ("Commission Advisor on Private Enterprise"), and Herbert Jenkins, Atlanta Chief of Police and President of the International Association of Chiefs of Police.
During the early stages of staff recruitment, commission Deputy Executive Director Victor H. Palmieri "described the process as a war strategy"7 and so he might, given the overwhelming presence within the commission and its consultants of military and police officials. One quarter of more than 200 consultants listed were big-city police chiefs, like Daryl F. Gates, the former Los Angeles police chief. Numerous police organizations, including the heavily funded Law Enforcement Assistance Administration (financiers of SWAT), guided the commission's deliberations. No less than 30 police departments were represented on or before the commission by their chiefs or deputy chiefs.
A key player within the commission, "consultant" Anthony Downs, stated at the time that, "it would be far cheaper to repress future large-scale urban violence through police and military action than to pay for effective programs against remaining poverty."8 As for the military, twelve generals, representing various branches of the armed services appeared before the commission or served as contractors. The commission's "Director of Investigations," Milan C. Miskovsky, was "on leave as assistant general counsel of the treasury, and formerly connected to the Central Intelligence Agency."9
The Kerner Commission's "study" of "civil disorder" led directly to (civilian) recommendations regarding the role of the military in domestic affairs. The report "commends the Army for the advanced status of its training." Further, it states that "the Department of the Army should participate fully in efforts to develop nonlethal weapons and personal protective equipment appropriate for use in civil disorders." In addition, "the Army should investigate the possibility of utilizing psychological techniques to ventilate hostility and lessen tension in riot control, and incorporate feasible techniques in training the Army and National Guard units."
Under the heading, "Army Response to Civil Disorders," the commission report states that "the commitment of federal troops to aid state and local forces in controlling a disorder is an extraordinary act.... An Army staff task group has recently examined and reviewed a wide range of topics relating to military operations to control urban disorders: command and control, logistics, training, planning, doctrine, personnel, public information, intelligence, and legal aspects." The results of the Army brass's study was subsequently, "made known to the National Guard and to top state and local civil and law enforcement officers in order to stimulate review at the state and local level."10
The Army Task Force which assisted the Kerner Commission issued its own report in early 1968. In it, the Pentagon took a multi-pronged approach to solving the civil disturbance problem. "Expanding the suggestion of Cyrus Vance, Military Intelligence—working with the FBI, local, county and state police forces—undertook a massive domestic intelligence gathering operation...the Senior Officers Civil Disturbance Course was instituted at the Military Police Academy in Georgia.... Security forces ranging from Army troops to local police were trained to implement their contingency plans.... Contingency plans, called planning packets, were prepared for every city in the country that had a potential for student, minority or labor unrest."11
In addition, "the Army Task Force that had designed this program took on a new name, the Directorate of Civil Disturbance Planning and Operations. The Army Task Force transformation into the Directorate occurred during the massive rioting that broke out in black ghettos of 19 cities after the assassination of Martin Luther King in April 1968."12 At that time "seven army infantry brigades, totaling 21,000 troops were available for riot duty. And a huge, sophisticated computer center kept track of all public outbursts of political dissent, thereby furnishing the first of the Army Task Force's prescribed remedies: intelligence."13
By June of 1968, the Directorate had become the Directorate of Military Support, setting up shop in the basement of the Pentagon. "Better known as the domestic war room, the Directorate had 150 officials to carry out around-the-clock monitoring of civil disorders, as well as to oversee federal troop deployments when necessary. At the cost of $2.7 million, this massive directorate also developed policy advice for the secretary of the Army on all disturbances and maintained intelligence packets on all major U.S. cities."14
Even though the full extent of U.S. military intelligence activities during this period is far from generally known, "by 1968, many Justice Department personnel knew that the military was preparing to move in massively if needed to quash urban riots, and some officials feared the development of a large national military riot force. It was well known among top officials that the Department of Defense was spending far more funds than the Justice Department on civil disorder preparations...indicative of the growing trend at the federal level toward repression and control of the urban black rioters."15
By 1971, Senator Sam Ervin, later of Watergate renown, had convened his Subcommittee on Constitutional Rights which "revealed that Military Intelligence had established an intricate surveillance system covering hundreds of thousands of American citizens. Committee staff members had seen a master plan—Garden Plot-that gave an eagle eye view of the Army-National Guard police strategy."16 "At first, the Garden Plot exercises focused primarily on racial conflict. But beginning in 1970, the scenarios took a different twist. The joint teams, made up of cops, soldiers and spies, began practicing battle with large groups of protesters. California, under the leadership of Ronald Reagan, was among the most enthusiastic participants in Garden Plot war games."17
As time went on, "Garden Plot evolved into a series of annual training exercises based on contingency plans to undercut riots and demonstrations, ultimately developed for every major city in the United States. Participants in the exercises included key officials from all law enforcement agencies in the nation, as well as the National Guard, the military, and representatives of the intelligence community.... According to the plan, joint teams would react to a variety of scenarios based on information gathered through political espionage and informants. The object was to quell urban unrest...."18
Unrest of a different sort took place on the evening of February 27, 1973. At that time, a group of Native Americans occupied a trading post in the village of Wounded Knee on the Pine Ridge Reservation in South Dakota. By March 2, the takeover had "triggered the army contingency plan for domestic disturbances. Emergency Plans White—now coded as Garden Plot—brought the Army into South Dakota.... Three army colonels, disguised as civilians, and reconnaissance planes assisted," while "the Justice Department used the army to conduct intelligence for civilian law enforcement around Wounded Knee."19 Information on other instances in which Garden Plot was "triggered" over the intervening years is presently locked in Pentagon vaults.
In essence, the contemporary roots of militarized efforts to suppress domestic rebellion lie in the U.S. Army's master plan, "Department of Defense Civil Disturbance Plan 55-2, GARDEN PLOT." Since at least 1968, the military has expended millions of dollars in this effort. The plan is operative right now, most recently during and after the Los Angeles uprising of 1992. A view into details of this plan is possible by way of an examination of "United States Air Force Civil Disturbance Plan 55-2, GARDEN PLOT," which is the "implementing" and "supporting plan for the Department of the Army (DA) Civil Disturbance Plan—GARDEN PLOT—dated 1 March 1984 [which] provides for the employment of USAF forces in civil disturbances." It is specifically drawn up "to support the Secretary of the Army, as DOD Executive Agent for civil disturbance control operations (nicknamed GARDEN PLOT), with airlift and logistical support, in assisting civil authorities in the restoration of law and order through appropriate military commanders in the 50 States, District of Columbia, the Commonwealth of Puerto Rico and U.S. possessions and territories, or any political subdivision thereof." The plan "is effective for planning on receipt and for execution on order."20

U.S. Air Force 55-2—Garden Plot
" The long title of the plan is United States Air Force Civil Disturbance Plan 55-2, Employment of USAF Forces in Civil Disturbances. The short title...is USAF Civil Disturbance Plan 55-2. The nickname assigned by Department of the Army is GARDEN PLOT."
The plan opens with some basic "assumptions," namely that "civil disturbances requiring intervention with military forces may occur simultaneously in any of the 50 States, District of Columbia, Commonwealth of Puerto Rico, U.S. possessions and territories." And like the current situation in Vieques, Puerto Rico, "civil disturbances will normally develop over a period of time." In the event it evolves into a confrontational situation, under Garden Plot, it is a "presidential executive order" that "will authorize and direct the Secretary of Defense to use the Armed Forces of the United States to restore law and order."
According to the Air Force plan, the military will attempt "to suppress rebellion whenever the President considers that unlawful obstructions, combinations, or assemblages, or rebellion against the authority of the United States, make it impractical to enforce the laws of the United States in any state or territory by the ordinary course of judicial proceedings...(10 USC 332)." Applying its own version of equal protection under the law, the military can intervene "when insurrection, domestic violence, unlawful combinations, or conspiracies in a state so hinder or obstruct the execution of the laws as to deprive individuals of their constitutional rights, privileges, and immunities or when the insurrection impedes the due course of justice, and only when the constituted authorities of the state are unable, fail or refuse to protect that right, privilege, immunity, or to give that protection (10 USC 333)." In other words, the Army makes an offer of "protection" that the citizenry can't refuse.
According to the Air Force plan's "Classification Guidance," the roughly 200 page document "is UNCLASSIFIED and does not come within the scope of direction governing the protection of information affecting national security. Although it is UNCLASSIFIED, it is FOR OFFICIAL USE ONLY as directed by AFR 12-30. This plan contains information that is of internal use to DOD and, through disclosure, would tend to allow persons to violate the law or hinder enforcement of the law." Consequently, the plan's "operations orders and operating procedures must be designed to provide the highest degree of security possible." Therefore "the entire staff should identify known or suspected opposition awareness of previous operations and operations plans," while "procedures should be designed to eliminate the suspect sources to the degree possible." And "in the event of organized opposition... some sort of advisory intelligence gathering capability should be assumed."
The Air Force document warns, under the heading of "Open Literature Threat," presaging current military discourse on "info-war," that "any information/document, though seemingly unclassified, which reveals information concerning this Plan is a threat to OPSEC (operational security)" This is especially true given the nature of the "Human Intelligence (HUMINT) Threat." Recognizing that, "prior to and during sustained military operations in Support of the Plan, the potential HUMINT threat could be considerable," the plan recommends that "every effort should be made to reduce vulnerability to this threat by adhering to OPSEC procedures and safeguarding Essential Elements of Friendly Information (EEFI)."
Under "Operations to be Conducted: Deployment," the Air Force plan states that "a civil disturbance condition (CIDCON) system has been established to provide an orderly and timely increase in preparedness for designated forces to deploy for civil disturbances control operations, will be on an as required basis for USAF resources for such operations as aerial resupply, aerial reconnaisance, airborne psychological operations, command and control communications systems, aeromedical evacuation, helicopter and weather support." The Air Force does have some experience in this area. "In response to the U.S. invasion of Cambodia, student unrest broke out. Under Operation Garden Plot, from April 30 through May 4, 1970, 9th Air Force airlift units transported civil disturbance control forces from Ft. Bragg to various locations throughout the eastern U.S."21 In fact, two years earlier, "Air Force Reserve C-119 and C-124 units participated in Garden Plot operations set up to quell domestic strife that followed the assassination of Martin Luther King."22
Although the section on "Counterintelligence Targets and Requirements" is "omitted," the plan does specify its targets, namely, those "disruptive elements, extremists or dissidents perpetrating civil disorder." A "civil disturbance" is defined as a "riot, acts of violence, insurrections, unlawful obstructions or assemblages, or other disorders prejudicial to public law and order. The term civil disturbance includes all domestic conditions requiring the use of federal armed forces pursuant to the provisions of Chapter 15, Title 10, United States Code." Conditions precipitating Garden Plot activation are "those that threaten to reach or have reached such proportions that civil authorities cannot or will not maintain public order." As for legal authority, "the Constitution of the United States and numerous statutes provide the President with the authority to commit Federal military forces within the United States... DOD Directive 3025.12 provides guidance in committing Federal armed forces."
The "application of forces should be in the following order: local and state police, Army and (in support role) Air National Guard under State control, Federal civil law enforcement officials, federal military forces to include Army and (in support role) Air National Guard." According to the plan, "State Adjutants General prepare civil disturbance plans for the employment of National Guard units under state control." Specifically, "as a general rule for planning purposes, the minimum forces to be supported in any single objective area is 5,000. The maximum to be supported is 12,000 for any objective area other than Washington, D.C., and 18,000 for Washington, D.C." The "objective areas" are "those specified by the Presidential Proclamation and Executive Order in which the Secretary of Defense has been directed to restore law and order," and as "further defined by the Letter of Instruction issued to Task Force Commanders by the Chief of Staff, US Army."
In order to avoid the unseemly implications of "martial law," "requirements for the commitment of Federal military forces will not result in the declaration of a National Emergency." In this regard, the "Public Affairs Objectives" include the development of "procedures for the public release of appropriate information regarding...civil disturbance control operations." Media and other queries "concerning employment of control forces...may be locally answered by an interim statement that the Department of Defense policy is not to comment on plans concerning the possible employment of military units and resources to carry out assigned missions."
Concerning "Force Requirements," the plan states that, "US Army and Marine Corps units designated for civil disturbance operations will be trained, equipped and maintained in readiness for rapid deployment, (with) ten brigades, prepared for rapid deployment anywhere in CONUS. A Quick Reaction Force (QRF) will be considered to be on a 24-hour alert status and capable of attaining a CIDCON 4 status in 12 hours...." Upon receipt of orders, "the Task Force Commander assumes operational control of the military ground forces assigned for employment in the objective area," including "special operations assets."
The "Summary of the Counterintelligence and Security Situation" states that "spontaneous civil disturbances which involve large numbers of persons and/or which continue for a considerable period of time, may exceed the capacity of local civil law enforcement agencies to suppress. Although this type of activity can arise without warning as a result of sudden, unanticipated popular unrest (past riots in such cities as Miami, Detroit and Los Angeles serve as examples), it may also result from more prolonged dissidence." USAF Garden Plot advises that "if military forces are called upon to restore order, they must expect to have only limited information available regarding the perpetrators, their motives, capabilities, and intentions. On the other hand, such events which occur as part of a prolonged series of dissident acts will usually permit the advance collection of that type of information..."
The United States Army Training and Doctrine Command (TRADOC), "provides training programs and doctrine for civil disturbance operations to military services." The U.S. Army Force Command (FORSCOM) "organizes, trains, and maintains in readiness Army forces for civil disturbance operations," while the Director of Military Support (DOMS) "conducts, on a no-notice basis, exercises which direct headquarters of uniformed services, appropriate CONUS command, and other DOD components, having GARDEN PLOT responsibilities to assume a simulated increased preparedness for specified forces." In addition, the DOMS "maintains an around-the-clock civil disturbance command center to monitor incipient and ongoing disturbances."
The document, the United States Air Force's "implementing plan" for the U.S. Army's Civil Disturbance Plan 55-2, GARDEN PLOT, goes on to detail every aspect of military "suppression" of "rebellion against the authority of the United States," including who pays, who bills and how to secure "loans" to cover the costs "attributable to GARDEN PLOT." Ominously, under "Resources Employed Without Presidential Directive," the document states that when the "immediate employment of military resources is required in cases of sudden and unexpected civil disturbances or other emergencies endangering life or federal property, or disrupting the normal processes of Government, expenses incurred will be financed as a mission responsibility of the DOD component employing the military resources."

Pentagon Directives
" Department of Defense Directive 3025.12, Military Assistance for Civil Disturbances (MACDIS)" became effective on February 4, 1994, when signed by then Defense Secretary William Perry. It states that, "the President is authorized by the Constitution and laws of the United States to suppress insurrections, rebellions, and domestic violence under various conditions and circumstances. Planning and preparedness by the Federal Government and the Department of Defense for civil disturbances are important, due to the potential severity of the consequences of such events for the Nation and the population." Further, "the Secretary of the Army, as DoD Executive Agent, shall provide guidance to the other DoD Components, through DoD 3025.12-R, the DoD Civil Disturbance Plan (GARDEN PLOT), or both, in accordance with this Directive."
DoDD 3025.12 makes it clear that "MACDIS operations are unprogrammed emergency requirements for the Department of Defense," and that in order to "ensure essential control and sound management of all military forces employed in MACDIS operations, centralized direction from the DoD Executive Agent (the Army) shall guide planning by the DoD component." Thus, "MACDIS missions shall be decentralized through the DoD Planning Agents or other Joint Task Force Commanders only when specifically directed by the DoD Executive Agent."
According to the directive, the "Army and Air National Guard forces have primary responsibility for providing military assistance to state and local governments in civil disturbances." Accordingly, "the Army National Guard State Area Commands (STARCs) shall plan for contingency use of non-Federalized National Guard forces for civil disturbance operations." The directive further outlines policy, guidelines, and legal justification for "military assistance for civil disturbances," including policy regarding domestic law enforcement, designating the Army as "the principal point of contact between the Department of Defense (DoD) and the Department of Justice (DoJ) for planning and executing MACDIS."23
The militarization of domestic "law enforcement" is founded, in part, upon "Department of Defense Directive 5525.5, DoD Cooperation with Civilian Law Enforcement Officials," dated January 15, 1986, five years after congressional "drug warriors" passed the Military Cooperation with Civilian Law Enforcement Agencies Act. Referencing the 1971 version of DODD 3025.12 (above), the directive states that, "it is DoD policy to cooperate with civilian law enforcement officials to the extent practical...consistent with the needs of national security and military preparedness." In addition, "the Military Departments and Defense Agencies may provide training to Federal, State, and local civilian law enforcement officials."
Apparently, military Judge Advocates (lawyers) have no problem with the 1878 Posse Comitatus Act (18 USC 1385), which states: "Whoever, except in cases and under circumstances expressly authorized by the Constitution or Act of Congress, willfully uses any part of the Army or the Air Force as a posse comitatus or otherwise to execute the laws shall be fined not more than $10,000 or imprisoned not more than two years or both." Nor is there much concern shown for "the historic tradition of limiting direct military involvement in civilian law enforcement activities." Even though the Act is cited within the directive as "the primary restriction on military participation in civilian law enforcement activities," it is rendered null and void in deference to "actions that are taken for the primary purpose of furthering a military or foreign affairs function." In fact, "under guidance established by the Secretaries of the Military Departments and the Directors of the Defense Agencies concerned, the planning and execution of compatible military training and operations may take into account the needs of civilian law enforcement officials for information when the collection of the information is an incidental aspect of training performed for a military purpose."24
"United States Army Field Manual 19-15, Civil Disturbances," dated November 1985, is designed to provide hands-on "guidance for the commander and his staff in preparing for and providing assistance to civil authorities in civil disturbance control operations." The Army manual opens by noting that, "the DA Civil Disturbance Plan, known as Garden Plot, provides guidance to all DOD components in planning civil disturbance missions." Its thirteen chapters cover, in depth, every aspect of military "tasks and techniques employed to control civil disturbances and neutralize special threats." Subjects include the nature of civil disturbances, participants ("the crowd"), federal intervention, information planning ("intelligence"), control force operations, crowd control operations, threat analysis ("criminal activists"), about which "law enforcement sources can provide useful information," riot control agents, extreme force options, apprehension, detention, and training.
According to the Army manual, "civil disturbances in any form are prejudicial to public law and order." They "arise from acts of civil disobedience," and "occur most often when participants in mass acts of civil disobedience become antagonistic toward authority, and authorities must struggle to wrest the initiative from an unruly crowd." They are caused by "political grievances" and "urban economic conflicts," or maybe even by "agents of foreign nations," but mostly, "urban conflicts and community unrest arise from highly emotional social and economic issues." And in a statement that resonates with the "benign neglect" of some years ago, the manual points out that disturbances may arise because "economically deprived inner-city residents may perceive themselves treated unjustly or ignored by the people in power."
Utilizing Garden Plot language, the manual states that "the president can employ armed federal troops to suppress insurrection, domestic violence, unlawful assemblies, and conspiracy if such acts deprive the people of their constitutional rights and a state's civil authorities cannot or will not provide adequate protection." Never mind the Congress or Constitution, "federal intervention in civil disturbances begins with the issuance of a presidential proclamation to the citizens engaged in the disturbance." In other words, the President reads "the riot act" and "a control force" is sent in to "isolate the disturbance area." The goal is to "isolate the people creating the disturbance from those who have not yet become actively involved."
According to FM 19-15, the Army can gather intelligence on civilians if their "activities can be linked directly to a distinct threat of a civil disturbance that may involve federal forces." This is especially important, given that "during civil disturbances many people engage in unlawful behavior." Therefore, "when at all possible, civil law enforcement agents are integrated with the military control force team making apprehensions," and "if police are not available, military personnel may search people incident to an apprehension." Useful measures for "isolating an area include barriers, patrols, pass and ID systems, and control of public utilities." Also, "imposing a curfew is a highly effective control measure in many civil disturbances." Army "saturation patrols," "integrated with civil police patrols," blanket the area, creating "the psychological impression of the control force being everywhere at once."
The Army field manual points out that when "control forces" resort to "forceful measures," they can turn to a host of weaponry, including "the M234, which is a nondeadly force measure, to the machine gun, which is the most deadly force measure." The manual states that "machine guns, 7.62 millimeter and below, may accompany units on civil disturbance missions." In addition, the "control forces" can utilize the M234 launcher, which is "a riot control weapon" mounted on an M16 rifle which "fires a projectile that causes pain on impact." In addition, "the riot shotgun is an extremely versatile weapon. Its appearance and capability have a strong psychological effect on rioters."
The concept of martial rule, as distinct from martial law, is not written, and therefore is an eminently more workable arrangement for "law enforcement forces." That is because, as FM 19-15 points out, "martial rule is based on public necessity. Public necessity in this sense means public safety." According to the manual, U.S. state authorities "may take such action within their own jurisdictions." And yet, "whether or not martial rule has been proclaimed, commanders must weigh each proposed action against the threat to public order and safety. If the need for martial rule arises, the military commander at the scene must so inform the Army Chief of Staff and await instructions. If martial rule is imposed, the civilian population must be informed of the restrictions and rules of conduct that the military can enforce." Realizing the power of free speech, the manual suggests that "during a civil disturbance, it may be advisable to prevent people from assembling. Civil law can make it unlawful for people to meet to plan an act of violence, rioting, or civil disturbance. Prohibitions on assembly may forbid gatherings at any place and time." And don't forget, "making hostile or inflammatory speeches advocating the overthrow of the lawful government and threats against public officials, if it endangered public safety, could violate such law."
During civil disturbance operations, "authorities must be prepared to detain large numbers of people," forcing them into existing, though expanded "detention facilities." Cautioning that "if there are more detainees than civil detention facilities can handle, civil authorities may ask the control forces to set up and operate temporary facilities." Pending the approval of the Army Chief of Staff, the military can detain and jail citizens en masse. "The temporary facilities are set up on the nearest military installation or on suitable property under federal control." These "temporary facilities" are "supervised and controlled by MP officers and NCOs trained and experienced in Army correctional operations. Guards and support personnel under direct supervision and control of MP officers and NCOs need not be trained or experienced in Army correctional operations. But they must be specifically instructed and closely supervised in the proper use of force...."
According to the Army, the detention facilities are situated near to the "disturbance area," but far enough away "not to be endangered by riotous acts." Given the large numbers of potential detainees, the logistics (holding, searching, processing areas) of such an undertaking, new construction of such facilities "may be needed to provide the segregation for ensuring effective control and administration." It must be designed and "organized for a smooth flow of traffic," while a medical "treatment area" would be utilized as a "separate holding area for injured detainees." After a "detainee is logged in and searched," "a file is initiated," and a "case number" identifies the prisoner. In addition, "facility personnel also may use hospital ID tags. Using indelible ink, they write the case number and attach the tag to the detainee's wrist. Different colors may be used to identify different offender classifications...." Finally, if and when it should occur, "release procedures must be coordinated with civil authorities and appropriate legal counsel." If the "detainee" should produce a writ of habeas corpus issued by a state court, thereby demanding ones' day in court, the Army will "respectfully reply that the prisoner is being held by authority of the United States."
Finally, apparently the new millennium has brought with it a renewed desire on the part of the military to circulate the particulars of the Garden Plot plan among the troops. This past January 28, the Army's Center for Lessons Learned published various sections of the most recent, February 15, 1991 version of the plan on its web site.25 The timing is indeed interesting. Some of the online sections include "Annex A: Task Organization, Forces, and Reaction Times to Department of Defense Civil Disturbance Plan," "Annex D: Logistics...Intelligence and the Basic Plan" and the "Alert Order," "Annex G: Communications and Information Management." Only the material is restricted to military personnel, for now.

Cages of Conquest: Part Two of Crusade of Surge and Siege

Americans’ ever-enduring, catatonic sleepwalk through the Empire’s vast array of bread and circus, as always produced by the Ministry of Truth and the Department of Propaganda, better known as the corporatist media, has succeeded in the creation of an ignorant, incurious and dumbed down populace completely bereft of knowledge of what is done in its name. With no concern for or understanding of geography, cultures, history, alien societies, the outside world and of the imperial aspirations of the Empire, Americans have proved easy targets to the manipulations and deceptions of the corporatist world. Seemingly unwilling to gain knowledge of anything outside American Idol or the weekly NASCAR rat race, the soldier ants and worker bees of the Empire are content to circumvent the horrors of war and the myriad crimes against humanity committed in their name in order to maintain their beautiful minds at peace.

Indeed, the corporatist media has triumphed in completely erasing America’s two disastrous occupations of Muslim lands from the peoples’ conscious and concern, in effect shifting the ongoing debacles away from the daily reality of Americans and towards the abyss of a most cavernous memory hole. Methodically and systematically, the quagmires of Iraq and Afghanistan, with all their inconvenient truths, with all their disturbing realities, with all their corresponding death, suffering and destruction, have virtually vanished into a vacuum of nothingness, transported by the corporatist state into a clandestine and secretive reality, making of these disasters non-existent nightmares that vanish upon the waking of a new day.

This propaganda by omission, this “out of sight, out of mind” machination has virtually erased from American reality the disasters unfolding in Iraq and Afghanistan, thus guaranteeing in the public mind a complete ignorance in or understanding of a barbaric continuation to occupations stuck in the quicksand of fierce resistance and never-ending guerilla warfare. Thus, America’s aggressive wars, its imperial occupations, its crusade of surge and siege that has done so much harm to millions of people, not to mention to the moral standing of the nation, have become non-existent memories under cover of fog and haze.

To the American people, the hegemonic occupations now descending further into quagmire have become invisible creations that only surface in the rare instance that a branch of the corporate media goes off script and produces footage of death, destruction or suffering. Otherwise, the war against West Asia remains a figment of our imagination, a reality when our beautiful minds want it to be, an inconvenient truth that becomes fiction the moment we decide it is so.

As such, having been conditioned through the corporatist media’s ceaseless dehumanization propaganda to believe Arabs and Muslims sub-human enemies, having been manipulated into hating America’s new enemy and having the corporatist media erase Iraq and Afghanistan from the memory hole, the American people have developed a disturbing, almost criminal indifference for the millions of human beings dying, suffering or otherwise being affected by the Empire’s wars and occupations. To a vast majority of Americans, the malignant tumors that are Guantanamo, Bagram and Abu Ghraib, together with what they represent, are as hazy and as far removed from reality as last week’s episode of a favorite sitcom. These cesspools of immorality rarely, if ever, register in the beautiful minds of most Americans, only bothering the conscious when photos, video or whistleblowers surface to incriminate torturers, leaders and patsies. Only then are we forced to confront one of the myriad number of inconvenient truths the red, white and blue does across the globe.

When truth does not surface, however, we revert back to willful ignorance, aided by the fictions of television and the comfort of consumerism, for deep down, inside the dark recesses of our mind, we know exactly what is done in our name, though we chose, willfully, to erase it from memory, to suppress the reality of American criminality. Using denial and delusion in conjunction with conditioned brainwashing and manipulation, we have decided that crimes against humanity do not exist if those crimes are done to sub-human enemies. Thus the barbarian horde at our gates becomes undeserving of human rights and international laws protecting human beings because they do not fit our definition of human.

Thus, never do we seek to know the ugly realities of places like Guantanamo, nor how America’s gulags, with their brutal methods and tactics, will inevitably affect our way of life, or question why they exist in the first place. For us, America’s black sites are reserved for the evildoers wanting to destroy our way of life. Little do we realize, though, that our way of life is being eroded at these very same sites, one right at a time, done not by terrorists, but by those managing our descent into the breadbasket of despotism. Remaining passive, obedient, silently acquiescent and possessing the attention span of a gnat, hundreds of millions of Americans thus concern themselves only with what new toy they can add to the family collection, or what new product they can obediently purchase next, or what new reality show will entertain them the most. After all, we must preserve our “way of life”.

If Guantanamo and what it stands for does not directly affect us, if torture and perpetual suffering and dehumanizing conditions and sadistic treatment and the destruction of habeas corpus and the Bill of Rights only affects the dreaded dark skinned Arab or Muslim, then America’s beautiful minds need not concern themselves or have empathy, they need not contemplate the inflictions of wickedness on their fellow human beings, they need not realize the crimes done in their name, nor the evisceration of American morality, nor the new normal being established, nor the precedence beings set, nor the trial and error being conducted, nor the techniques being experimented and refined, nor the machinations of tyranny being perfected.

Thus, through our transcendental customs, our American “way of life,” of methodically following the exploits of celebrities dead or dying, of aimlessly producing and consuming, as always becoming hypnotized by modern day court jesters, jousters, gladiators and chariot races, as well as exhibiting idol-worshipping, messianic-like followings and tendencies over the Corporatist Party’s current crop of presidential contenders, we have chosen to ignore the plight of the innocent – for most prisoners are – in Guantanamo and Bagram and Abu Ghraib and other places of ill-repute. We have thus chosen to be good Americans, seeing no evil, hearing no evil, mistaking ashes for snow, and pretending the evil done in our name does not exist.


Reincarnation of the Habitual


To look inside one of America’s gulags is to look back at dark history, to times of brutality and primitiveness, using the tunnel of hindsight to peer at the dungeons of the Roman Empire and of the Middle Ages, with their chained and caged collections of dissidents, enemies and scapegoats, their persecuted and tortured, and their sadism and thirst for blood; it is to step back in time to days of Inquisitions and torture chambers, to eras of witch persecutions and heretic trials, of silencing threats to power and spawning a black cloud of fear and intimidation throughout society.

It is a return to days when humans had no right, to nights of barbarism, to the depravity and indecency of our mammalian past, to the possession of the human mind by the wicked demons inherent in man. Looking inside America’s gulags helps us remember that over and over, for as long as humankind has walked the plains of Earth, when authoritarians rise, as always carried high on the shoulders of fear and insecurity, morality, integrity and human rights become lost in a sea of tyranny. These institutions of immorality help us see beyond the veneer and the hypocrisy that those espousing freedom and liberty propagate, helping erase the fog of deception those claiming to be defenders of human rights engender.

America’s archipelago of gulags proves, once again, that the “western” mantra of values, modernity and morality is nothing but an empty shell built on self-adulation, delusion and echoes of ethnocentrism and exceptionalism. This hollow and cynical vociferation falls flat upon the challenge of evolving human rights, for in its claim of moral superiority, hiding behind the theoretical wonders of Judeo-Christian tradition, supposedly progressing away from the primitiveness of our past, the “western” tradition has been one of continuous mass murder, repression, tyranny, oppression, exploitation, suffering and destruction, most aimed directly at the peoples of the “south,” most directed at people not possessing the genetic mutation that turned skin color pale.

American gulags and its system of extraordinary renditions, green lighted at the very top of the food chain, proves to anyone not blinded by delusions and propaganda that America is not now and has never been morally superior to the rest of the world. From the very beginning of the republic, morality has given way to imperialism. Whether done through proxy, by puppets or by America’s own hands, control over the peoples of the world has usually involved some form of tyranny, as always dependent on the vast funding, financing, political support and training of the Empire. However, where once hidden under the veneer of democracy and freedom, under the ruthlessness of puppet dictators, America’s sordid, though clandestine, past has come to the surface thanks to the exposure of its methods and techniques, becoming an open acknowledgement of past indiscretions and present malfeasance.

From the School of the Americas, to research into psychological and physical torture at McGill University, to perfecting the art of “enhanced interrogation techniques,” to support of every tin pot dictator and junta in Latin America, Asia, the Middle East and Africa, to the training of their thugs, enforcers and torturers, America has always possessed the wickedness of human malevolence. Its claims of being the defender of human rights is and has always been hypocritical at best and farcical at worst. Today we can see the real America at Guantanamo and its extension of gulags and torture chambers, the America the world entire has known for the last century but that Americans are just now waking up to. For today’s gulags are evolved creations of yesterday’s criminality, just as they will be the inspirations for tomorrow’s tyranny.


Entrapment


Guantanamo, with its cages and sensory deprivation and barking dogs and dehumanization and its stress positions and forced feeding and extremes of cold and hot and its isolation and its medical/psychological experimentation and its waterboarding and its darker, more sinister methods of torture yet to be exposed magnifies American tyranny and her hypocrisy, her injustice and depravity, her criminality and arrogance. It exposes, more and more, the charade that the war on terror is, how the purpose of Guantanamo is not the imprisoning of terrorists, for most there are guilty only of bad luck, persecution, retribution and being at the wrong place at the wrong time, but the methodical evisceration of the Constitution.

For Guantanamo, and its siblings, are a culmination of desperation, an attempt to rationalize the supposed existence of Arab and Muslim evil, an attempt to validate a fictional war on terror by incarcerating people falsely labeled “terrorists.” It is as much a torture center as it is a public relations and propaganda institution, a way to manipulate the American public both that Arab and Muslim terrorists exist, and that the American government is succeeding in bringing the terrorist threat to justice. It is a Hollywood-style set with its corresponding fictions and illusions of reality, a scam to convince Americans that a war that is concocted is indeed real, that it is being won.

The reality of the gulags exposes how an initial hunger for vengeance immediately after 9/11 has led to the imprisonment, suffering and torture of thousands, and how, knowing the falsity of charges and the innocence of men, America steadfastly continues shackling injustice, deciding to stage-manage the illusion of guilt as well as sacrifice the innocent to the continued myth of the so-called war on terror.

Kidnapped, traded in for money, picked up by a giant net of vengeance and imprisoned thanks to false accusations by rivals, the men at Guantanamo have become patsies in a world unconcerned for their rights. They are caged in a land of limbo, lost to the outside world, made to disappear, their lives practically an empty shell of their former selves . They are the scapegoats of American mendacity, labeled “terrorists” so that we can feel secure and protected, so that we can believe that evildoers hate us for our freedom, for our way of life. They are the poster children that grant the military-industrial complex a perpetual stream of blood money, a ceaseless parade of war, an endless flow of propaganda. They are, quite simply, the bread that gives authoritarianism sustenance, the wine that makes drunk with joy the enablers of fascism. They are, for all intents and purposes, dead men walking, ghosts without closure, phantoms forgotten by humanity.

Innocent of criminality, these individuals have been subjected to brutal and sadistic torture, as always leading to false confessions, their barbaric imprisonment and systemic dehumanization more a manifestation of American culture than of their resistance and human spirit. Many have been physically tortured, yet it is the more corrosive damage of psychological torture that has destroyed their minds, and their lives. Many will never return to normalcy, for what their minds have surely been subjected to no human brain should have to endure. Many have become the guinea pigs of psychologists and doctors experimenting with various methods of torture, trying to make torture more effective, more efficient.

Many have quietly, and conveniently, under cover of darkness or media blackout, been returned to their native countries, their innocence confirmed by their release, and by the silence of America. Forced to sign papers preventing them from speaking of their horrors, or from suing their torturers, they return a shell of their former selves, damaged beyond repair, scarred for life, forever to relive the horror they experienced in their nightmares and flashbacks. Yet many remain, shackled to American propaganda, held hostage to the illusions of the war on terror. As long as the fiction lives their guilt is assured, their imprisonment guaranteed. As long as tyrants fear persecution and imprisonment for criminality, they will live in cages. As long as they are used as the meat feeding the dogs of tyranny, they will remain encaged. As long as the authoritarian leadership seeks the continued erosion of the Constitution, and of our rights and freedoms, they will linger in perpetual purgatory, becoming the rotting carcass fed to the vultures of fascism.

Guantanamo’s cages cannot yet be opened and made empty, for to do so would be to expose the fictions, the charades, the method to the madness, the sheer immorality of the Empire. It would be to acknowledge injustice of innocence, the depravity of liberators, the criminality of leadership. Guantanamo’s gates cannot yet be closed, for the Crusade of Surge and Siege must continue, the enemy must exist, profits must remain, our rights and freedoms and liberties must be destroyed. New precedents of American legality must be established, kangaroo courts must convict, enemies must be punished, propaganda must manipulate and the innocent must be executed in order to increase leadership popularity, to refresh propaganda, to feed fear and to politicize elections.

America’s leadership is fully aware of the innocence of the vast majority of prisoners, yet cannot force itself to act against its own inhumanity. For to do so would be to admit mistakes, acknowledge criminality, condemn policies and destroy the authoritarian dream. Closing Guantanamo would expose the façade, the hall of smoke and mirrors, ending the subtleties of fear and intimidation being built around the American public. Perhaps more than anything, freeing the innocent and closing America’s torture centers would confirm the monstrosity of what America has become, destroying the foundations of a new normal being developed, maybe even shattering the bubble of manipulation cast over the population.

As long as Guantanamo remains the motives of fascists will survive, and the indifference of the American people will be assured. As long as its cages are occupied, as long as its torture rooms resonate with the screams of agony and suffering, Guantanamo will be the symbol of a new Amerika, one at war with the Arab and Muslim world, an Amerika at war with its people, and itself. As long as it remains a stain on humanity, America’s clandestine past and her immediate present will be exposed to more and more people, thereby freeing truth and knowledge, liberating the brainwashed and emancipating the manipulated.

Inside America’s gulags the future of the nation is being determined, one malevolent policy at a time, one sadistic interrogator at a time, one tortured soul at a time. It is here where our way of life is being altered, perhaps forever, not by terrorist evildoers hating us for our freedoms, but by fascism’s enablers doing the work of those domestic evildoers that hate us for our freedoms, for our way of life. In this Crusade of Surge and Siege, the Arab and Muslim victims have become a bridge of precedence set and normalcy born reaching out towards America, becoming the scapegoats and patsies granting access, and an omnipresent reach, to tyranny rising over that city on a hill once known as the United States of America.

The Year of Living Dangerously: Part Two of Two

An Absence of Will


Under constant manipulations, lies and propaganda, a nation of courage has become a nation of cowards. A nation that once questioned its leaders now falls lockstep behind them, blindly following criminality and corruption. A nation that once stood for protests, strikes, marches, sit-ins, challenging the government and seeking accountability now prefers sitting comfortably on couches or chairs, watching the world pass by through television sets or laptops, some becoming arm-chair activists, most simply rotting away their lives, preferring the life of a couch potato, passively ignoring the destruction of rights and freedoms, silently acquiescing to myriad number of crimes against humanity, and obediently shopping, purchasing and consuming according to the dictates of the corporatist world, their new god the Almighty Dollar commanding them to congregate at the Cathedrals of Consumerism, the Malls of Materialism, told to do their job and be good consumers, spending what little they have, even consuming with money that they do not have, and must therefore borrow.

What dreaded dark skinned bogeymen could never achieve Bush, the Congress and the mainstream media have succeeded marvelously at implementing. Under the constant threat of terror, we have failed to see the fusion of government and corporations, now more than ever, as well as the mutation of government into the instrument of profit, revenue and the bottom line. We have failed to see who, in fact, the true terrorist entities are, what the true threat to our way of life, our liberties and our rights is. We have become blinded to the political duopoly, the two-headed hydra, working in synergy and collusion, not in the interests of the people, but for the corporate world.

We fail to see that there is no choice, that elections are predetermined, and oftentimes orchestrated by the Ministry of Truth, that an opposition party is but a façade, that only the Corporatist Party exists, its two hands simply performing a juggling act, each taking its turn running the three ring circus we know as government. In our delusions of grandeur and exceptionalism we have become blinded to the reality that democracy is a sham, that real democracy is a threat to the corporatist element, that America has done more to destroy real democracy around the world than any nation on Earth.

“Democracy,” it turns out, is a synonym for American imperialism, a disguise to ram neoliberal devastation down the throats of billions, a method of controlling populations through puppets disguised as leaders. It is only democracy if our corporatist elite approve of its victors, only if they pledge allegiance to the Empire, at the expense of their populations. Hypocritically, the nation that espouses freedoms, rights and democracy tolerates and supports dictatorship and tyranny if it protects our interests, but libels and slanders real democracy if it audaciously protects the interests of the people. Thus, in the halls of smoke and mirrors only illusions do we see. In the desert of delusion only mirages can be reached.

The dark recesses of fear have made us forget that the Constitution is not just a piece of paper, that its principles are the foundation of the nation, that in its words and meanings are the cornerstones of what and who we are as a people, and what we as a species aspire to reach. Its contents are the eternal spring that secures our liberties and rights and freedoms, yet we have forgotten that it exists, and thus, have allowed its meanings and principles to be castrated. Today, the Constitution gathers dust in the annals of history, now a forgotten remnant of humankind’s past, becoming a relic reserved for a museum, its words no longer read, or understood, or defended against the agents of tyranny who have always tried to destroy what it stands for. Sadly, the Constitution has been disappeared, both in practice and in the imagination of the very people it was designed to protect and inspire.

Unfortunately, in our euphoria of comfort, mass consumption and materialism, in our concern for security and protection, in our myopia of short term happiness at the expense of long term vitality, in our hatred of those different than ourselves, in our haste to seek revenge and deliver wrath on those scapegoated for our suffering and emotional train wreck, in our complete abdication as informed citizens and knowledgeable human beings, and in our demonstrated cowardice and silent acceptance as American-style wickedness is delivered to millions of innocent human beings, we have forgotten who and what we are as a people.

We have allowed ourselves to fall hypnotized for the myth of egoist-induced exceptionalism, basking in our perceived greatness, claiming ourselves the greatest country on the planet, as if it is true just because heavenly deities make it so, even with our complete ignorance of the world outside our borders. We have used our unchallenged, unrivaled power, which we have simply chosen to abuse and mismanage, to arrogantly destroy our standing in the world, in the process eroding international relations, international law as well as the sisterhood of nations.

Our unquenchable hunger for imperialist expansion, which the masses nonchalantly approve of through our indifference, is conveniently excused by our historical call from the heavens above to a manifest destiny seemingly promised us by humankind’s gods. If we ever looked deep into the mirror, we would see that America suffers from narcissistic personality disorder, bordering on megalomania, becoming an insecure, paranoid, schizophrenic nation that must resort to allocating military budgets that annually exceed all those of the entire world combined. In our reality, might makes right, peace is secured through perpetual war, we are made safer by creating enemies, not alleviating their grievances, and talking to your enemies is seen as cowardice. In no other country on the planet are the teachings of Jesus Christ so hypocritically preached, but never practiced.

In our view, happiness is secured, not through living life, but by consuming and producing in ever-increasing and unsustainable levels. In our reality, slavery equals freedom and work will make you free. We are so happy, in fact, that we consume the most psychotropic pharmaceutical drugs in the world. Depression, stress and feeling unfulfilled, it seems, are keys to nirvana and heavenly bliss.

We continuously fall for the lies and the propaganda, the manipulations and deceit, believing ourselves blessed by unseen deities, living in a city atop a hill, showing ourselves off as a beacon of light upon the world to behold, and aspire to become. We have been blinded by a false patriotism that condemns those questioning the state while celebrating those sheepishly following its every command. We have been entrapped by jingoism and xenophobia laced in blatant bigotry and racism, thinking ourselves superior to all other people on Earth, even when we are comprised of representatives from all peoples of Earth. We are sheep, lemmings and followers, always mesmerized by talking heads, pundits and the so-called “experts”, never thinking on our own, always doing what media propagandists spit out.

We have done nothing to stop aggressive wars, the ultimate crime against humanity, resulting in the death of well over one million innocent souls, all of which we could care nothing for. Only American dead, of course, need to be mourned, counted and considered human. Only we are worthy of life, and death, and recognition. The suffering we have allowed our government to inflict is not of our concern. We have shamed ourselves in our passive acquiescence to torture, executions, gulags, extraordinary rendition, untold levels of suffering and the disappearance of thousands. We bask in indifference at the war crimes and crimes against humanity committed in Guantanamo, Abu Ghraib, Bagram and at countless other secret prisons worldwide.

We did nothing in the abandoning and discarding of the Geneva Convention, the Constitution, the Universal Declaration of Human Rights, international law and in the trampling of the Bill of Rights. Yet the very nature of what we have chosen to ignore, to erase from our beautiful minds, is rapidly coming to our own land. We ignore what our nation has done to the majority of the world at our own peril. For the tyranny so pronounced, today and in recorded history, where America has vital interests to protect will soon reach us. We have taken the bait, almost continuously swallowing the hook cast by the corporatist world of profit and state, falling for each dirty trick reeled our way, assiduously falling for the propaganda of the corporatist media. We have allowed corporatism to run rampant, allowed ignorance to prevail and America to be altered, forever. Perhaps, then, we deserve what we get.


The New Normal


As we followed the tunes of the Pied Piper straight into the river of megalomania, as we slept through violence and destruction, as we sleepwalked the Constitution to the incinerator, as we dreamed the impossible dream, as we basked in the vices of greed and the Almighty Dollar, as we dined on denial and delusion and deception, our nation has been stolen from under our feet, transformed into a nation that has clandestinely spawned a growing police state, with a burgeoning surveillance society, becoming an authoritarian enclave, reared by indifference, nurtured by ignorance, protected by jingoism and xenophobia.

America is slowly, yet inevitably, becoming a country of repression, suppression, oppression and persecution; of perpetual fear and perpetual war; of growing militarism and fascism, of the entangled fusion of state and profit; of an absence of rights, freedoms and liberties; of so-called democracy that is today but a sham, a concoction of snake oil and farce where choice is but a fleeting illusion, where candidates are selected through the manipulations and illusions presented by the Ministry of Truth, where elections are but a mechanism of control, and of deception, where decisions are made not by those who cast the votes, but by those who count them; and so-called representation of the people a mirage to hide the selling of government to the highest bidder by a two-headed hydra whose dual purposes of expanding power to corporations and unleashing further imperialism for the empire, both at the expense of the people, have furthered the steady decline of the nation into the grips of corporatism.

The corporatist war against the American people thus continues unabated, its slow, yet assured, manifestations and reverberations crisscrossing the country like an invisible tsunami. With giant clandestine waves crashing ashore, the tsunami of the last seven years has eroded, with reckless abandon, the foundations of the Constitution and of the nation itself. All that is needed for authoritarians and corporatists to complete their project, all that is needed for America to descend fully into the depths of Big Brother and complete surveillance and a thriving police state and martial law and tyranny and a final shredding of the Constitution, and thus our freedoms, rights and liberties, is another shock to our senses, whether it be economic or societal collapse, whether a depression or through another false flag operation or yet one more preemptive war in the Middle East. All that is needed for this evil to triumph is for good men and women to do nothing, just as has been done for the past seven years, just as has been done for the last several decades.

For without so much as a protest or a whimper, the blood of liberty and freedom is hemorrhaging from the soul of every American. Paralyzed by corporatist-induced fear and ignorance, catatonic to the clear signals of an approaching cyclone of American style-fascism, hypnotized by the warmth and comfort that consumerism and materialism provide, the American people have become blind to the war being waged against our interests, and our lives. Yes, the crusade by corporatists, neocons, neoliberals and natural born authoritarians against the citizens of the nation has gone largely unnoticed, albeit with a few clusters of informed patriots desperately trying to sound the alarm of the coming storm.

The infrastructure of tyranny has meticulously been built, deeply embedded within the system itself, under the radar from the majority of the people, in complete collusion by the political duopoly and all three branches, its foundations created by the decimation of the Bill of Rights, the destruction of civil liberties, the construction of draconian laws and regulations – sometimes birthed in secret or in full openness – ,the insertion of precedence or opinions validating criminality and tyranny, and by the conditioning of the populace, in order to insert the “new normal” into the consciousness, of propaganda meant to indoctrinate us into accepting all levels of wrongdoing and criminality both by the state and the corporate world acting in unison, from torture to executions to mass murder to the need for constant surveillance of our streets, of our communications and our daily lives, and to the refusal to prosecute mercenaries guilty of crimes against humanity.

The new normal has penetrated our nation, and our psyches, since that dreadful day in September 2001, making sure that the political pendulum shifted further to the right, further to the tendencies of authoritarianism, making the Democratic Party a reincarnation of yesterday’s Republicans and mutating the Republican Party towards a full embrace of the tendencies of fascism and authoritarianism. Gone, perhaps forever, is a valid progressive ideal in politics, a left of center belief that was once evolving and leaning towards the social democracies of Europe, with an emphasis on doing what was best for the whole, not just the individual.

Shifted, too, are the political leanings of tens of millions of Americans, away from the values of progressiveness, and hence those of Jesus Christ, Gandhi and Martin Luther King, Jr., turning instead towards the comforts of security and protection, albeit false comforts, finding solace in extremist and predatory theology, in the scapegoating of the different and the unknown, in the groupthink emotions of nationalism and tribalism, in the ignition of flames inherent in jingoism and xenophobia, in voluntarily placing blind, loyal faith in media and the state, in embracing Big Brother security, in welcoming authoritarian false promises, and in freely, and gladly, giving up freedoms and rights in exchange for protection by the state.

Indeed, sacrificing an entire nation’s freedoms and rights, both in the present and future, in exchange for a false sense of security -- born and bred by corporate and state propaganda, of an enemy concocted and over-exaggerated – and purposefully looking the other way as the country becomes more and more corporatist, in essence abandoning our citizen role in preserving to our progeny what we inherited, will forever denigrate our generation’s legacy. In history’s future volumes, today’s American generation will be forever recorded as having fulfilled a complete and utter collapse in the face of cowardice, ignorance, indifference, fear and materialistic comfort, becoming incapable of preserving and fighting for the foundation of the nation, namely, the principles embodied in the Constitution.

For the generation that so easily gave away the rights, liberties and freedoms that had been preserved for centuries, fought in blood, sweat and tears, in bravery and courage, in wars and battles, and instead allowed itself the pleasure of getting raped by American corporatism, only negative connotations will be recorded. America, sadly, has devolved from the Greatest Generation to the Coward Generation, – or the Failure Generation – in only a few short decades, in only a few mutations of the gene pool, in the span of nothingness in the realm of history’s vast plethora of sad stories.

With the arrival of the next shock to the system, the next catalyzing and transformative event, the next preemptive act of aggression, the next Gulf of Tonkin-like staged event, the next false flag act of terror to scar our psyches, or the next economic strangulation designed to pillage ever more wealth from the working and middle classes, the elaborate and carefully implanted infrastructure of authoritarian rule will be allowed to awaken.

All the laws that have been put in place validating martial law and a surveillance society and Big Brother and warrantless wiretapping and intrusive invasions of privacy and domestic spying and dissident arrests and torture and a police state, as well as those laws that have destroyed habeas corpus and due process and the Bill of Rights and the Constitution and all freedoms, rights and liberties we used to hold dear will emerge like a malignant virus that has laid dormant inside a body for years, cautiously hiding and buying its time until that day when chaos reigns supreme, when fear induces stress, suddenly springing to life with the onset of a weak immune system, launching an onslaught against antibodies made impotent to fight off its orchestrated and calibrated assault by years of conditioning, brainwashing, gluttony and fear.

All that separates America from Amerika is one shock, one event, one opportunity for those whose enemies are freedom and democracy to orchestrate the Amerika of their sinister dreams. Most do not know the seriousness of the threat, nor the perilous danger roaming among us, nor the sinister ideology of our so-called leaders, nor how imminently close we are to a vastly different America. For this cabal, this domestic enemy, the people are the obstacle, the real, and true, enemy. It is this group that is our greatest threat, our real enemy.

Until we realize that we have been led to believe for the last seven years is but a charade, that the “war on terror” is but yet one more method of control, that our pursuit of terror has led us in the wrong direction, that the real terrorist entity is domestic, not foreign, that we have been unleashing hell on Earth on the wrong, and innocent, people, and that it is this internal threat that hates us for our way of life, we will never stop the hemorrhaging of our freedoms, rights and liberties.

One day we will awaken to a nation we will not recognize, a nightmare on a hill, a beacon of tyranny, a land of the meek, a home of the slave. Every day that passes is a day corporatism advances, and we retreat, a day it grows in power, and we lose strength. Every day that is allowed to transpire in favor of the corporatist element is a day the People’s chains of bondage grow stronger. Every day we let pass is a day we slide further down the corporatist black hole, allowing our minds to become more ignorant, our reality to be created by the Ministry of Truth, our lives to be further shackled to the invisible dungeon of Amerika’s tomorrow.

One day, in the not too distant future, we will awaken and open our eyes only to see that what we once took for granted no longer exists, what we assumed would always exist has been made extinct, what we forgot even existed has been washed away, what we failed to study and understand has been revised, and what we failed to cherish and defend has been destroyed, forever.

We will finally realize what our fathers and mothers and grandparents and great-grandparents found out only through the spilling of blood, sweat and tears, experienced through many years of activism, bravery and the uncompromising power of the people united. We will realize, after it is all too late, that those in power give nothing and, if given the chance, take away everything; that everything the people at present have, that every freedom, right and liberty embedded in the foundations of America have been sought, demanded, struggled, fought for, defended and protected.

It is only because of generations of Americans past that we enjoy our privileges, with each successive generation safeguarding what was once gained, and fighting for what needed to be attained. This trans-generational wall of solidarity built the accumulated freedoms and rights we had at the beginning of the twenty-first century. Sadly, if we fail to act, if we fail to wake to the sounds of alarm, the wall will come undone, eroded by what we have become as a people, the unbreakable brick and mortar, constructed over 200 years of struggle, crumbling and succumbing to the powerful tsunami of corporatism and authoritarianism fast approaching our shores.

The Year of Living Dangerously is upon us. The sorrows of empire have arrived. In this struggle, America entire is Ground Zero. The clock is ticking, the time is wasting. Would we rather live in tyranny, or fight for freedom? Live in our America, or the corporatist Amerika? In this fight for our way of life, which citizenry will show up: yesterday’s version of the People, or today’s? The choice, as always, is ours.

New Weapon Against Terror: A Flashlight?

LOS ANGELES (CBS13) ― It looks like a normal flashlight, but Homeland Security has paid close to a million dollars for it. It can stop you right in your tracks.

Law enforcement is already calling it "controversial."

The point of this device is to disorient you, so we modified the video when we showed it on air. If you wish to see the unmodified footage of the device in action, you can click here -- but be warned, you may find the experience uncomfortable.

For riots and chaotic situations, police often use tasers, rubber bullets and pepper spray to try and control the crowd. But there could soon be a new weapon in their arsenal: a hi-tech flashlight with a big punch.

"Flashblindness, the 'Oh my gosh this light is really bright, I can't see anything behind it.' That effect is immediate for everybody," said Bob Lieberman, president of Intelligent Optical Systems.

Nausea and a feeling of disorientation soon follow. The device is called the "LED Incapacitator." Intelligent Optical Systems is the company building it right here in California, thanks to an $800,000 contract from Homeland Security.

Once Lieberman turned on the Incapacitator for us, we started feeling the effects. It can be irritating to watch the video, but in person it's even more stunning.

According to Lieberman, the device flashes LED lights at several specific frequencies. Before your brain has time to adjust to one frequency, the Incapacitator flashes another. Add multiple colors and random pulses and the brain just can't keep up.

"The longer you look at this, the more you don't want to look at it," said Lieberman. "The closer you are to it, the more intense the effect."

The only ways to escape the effects? "Close your eyes, put your hand up, turn your head away, all of which will give the user the advantage they need," said Lieberman.

We wanted to see just how effective the light is, so I tried it out. You see green, white, and after a while it becomes very blurry. I didn't feel sick, but I could not tell where the operator was standing at one point.

I also saw blotches in my vision, which stayed with me for about a half hour after the test. Then, a strong headache kicked in.

David Throckmorton is a Homeland Security program manager in Washington DC. He says the government would like to arm the Coast Guard, Secret Service, Border Patrol and Air Marshals with the device.

"It doesn't really do any damage to you," said David. "For them, it would be a way to stop a terrorist or whoever from advancing."

Commander Sid Hale with the L.A. County Sheriff's Department helped design the device over the last three years, and says this is something all law enforcement wants, especially at night and for crowd control, so they don't have to pull their guns.

"They may be incorporated into existing architecture," said Hale. "If we have a big jail riot, we just turn out the regular lights and turn on the flashing lights. This is about the safest thing you can find and still be considered some type of force. This is about one step above screaming and yelling at a guy."

Michael Soller with the ACLU says he's concerned.

"Let's not pretend these are anything less than a weapon," said Soller.

His concern is not so much with the device itself, but how officers are trained to handle it, and if they misuse it.

"Tasers were sold and police officers were trained that they're nonlethal," said Soller. "We have 300 deaths over the past few years that show that the claim was not true."

Is there a possibility that someone could go blind from something like this?

"No," said Lieberman. "We've been very careful to design this so the maximum permissible exposure limit for human eye safety is never exceeded."

Medical safety tests are already underway, and law enforcement field trials will likely start later this year.

Could the public get their hands on this?

"Yes, this kind of technology could possibly be useful for someone in a situation where they're trying to fend off an attacker," said Lieberman.

That's news to Homeland Security. The department says it may be restricted to just law enforcement. Still, by 2010, Intelligent Optical Systems hopes to be selling this technology on store shelves.

The whole point of this weapon is to disorient you, and it does. Some are concerned that if the public will get its hands on this, that means criminals will too.

The Evolution of Evil

Activists and dissidents should understand that evil forces and tyrannical governments have evolved. Just as human knowledge and science expand, so do the strategies and instruments used by rulers, elites and plutocrats. By learning from history and using new technology they have smarter tools of tyranny. The best ones prevent uprisings, revolutions and political reforms. Rather than violently destroy rebellious movements, they let them survive as marginalized and ineffective efforts that divert and sap the energy of nonconformist and rebellious thinkers. Real revolution remains an energy-draining dream, as evil forces thrive.



Most corrupt and legally sanctioned forms of tyranny hide in plain sight as democracies with free elections. The toughest lesson is that ALL elections are distractions. Nothing conceals tyranny better than elections. Few Americans accept that their government has become a two-party plutocracy run by a rich and powerful ruling class. The steady erosion of the rule of law is masked by everyday consumer freedoms. Because people want to be happy and hopeful, we have an epidemic of denial, especially in the present presidential campaign. But to believe that any change-selling politician or shift in party control will overturn the ruling class is the epitome of self-delusion and false hope. In the end, such wishful thinking perpetuates plutocracy. Proof is that plutocracy has flourished despite repeated change agents, promises of reform and partisan shifts.



The tools of real rebellion are weak. Activists and dissidents look back and see successful rebellions and revolutions and think that when today’s victims of tyranny experience enough pain and see enough political stink they too will revolt. This is wrong. They think that the Internet spreads information and inspiration to the masses, motivating them to revolt. This is wrong. They await catastrophic economic or environmental collapse to spur rebellion. This too is wrong.



Why are these beliefs wrong? Power elites have an arsenal of weapons to control and manipulate social, political and economic systems globally: corruption of public officials that make elections a sham; corporate mainstream media that turn news into propaganda; manipulation of financial markets that create fear for the public and profits for the privileged; false free trade globalization that destroys the middle class; rising economic inequality that keep the masses time-poor and financially insecure; intense marketing of pharmaceuticals that keep people passive; and addictive consumerism, entertainment and gambling that keep people distracted and pacified.



The biggest challenge for dissidents and rebels is to avoid feel-good therapeutic activism having virtually no chance of removing evil and tyranny. Idealism without practicality tactics without lofty goals, and symbolic protests pose no threat to power elites. Anger and outrage require great strategic thinking from leaders seeking revolution, not mere change. And social entrepreneurs that use business and management skills to tackle genuine social problems do nothing to achieve political reforms. To the extent they achieve results they end up removing interest in overthrowing political establishments that have allowed the problems to fester.



What is the new tool of tyranny? Technological connectivity achieved through advanced communications and computer systems, especially the rise of wireless connectivity. The global message to the masses is simple: Buy electronic products to stay plugged in. Connectivity may give pleasure, but it gives even more power to elites, rulers and plutocrats. It allows them to coordinate their efforts through invisible cabals, to closely monitor everything that ordinary people and dissidents do, and to cooperatively and clandestinely adjust social, financial and political systems to maintain stability and dominance.



In this dystopian world all systems are integrated to serve upper class elites and the corporate state, not ordinary people. When ordinary people spend their money to be more shackled to connectivity products, they become unwitting victims of largely invisible governmental and corporate oppressive forces. They are oblivious that their technological seduction exacerbates their political and economic exploitation. Though some 70 percent believe the country is on the wrong track, they fail to see the deeper causes of the trend. And if Americans were really happy and content with their consumer culture, then why are they stuffing themselves with so many antidepressants, sleeping pills and totally unhealthy foods? In truth, the vast majority of people are in denial about the rotten system they are trapped in (aka The Matrix). They are manipulated to keep hope alive through voting, despite the inability of past elections to stop the slide into economic serfdom.



Increasingly, the little-discussed phenomenon of economic apartheid ensures that elites live their lavish lives safely in physically separated ways. Concurrently, economic inequality rises, as the rich extract unusually high fractions of global wealth. When the rich get richer, the powerful get stronger. Does some economic prosperity trickles down to the poorest people? Perversely, the middle class is moved into the lower class. In this new physics of evil, wealth transfer is not from the rich to the poor, but from the middle class in wealthier countries to the poor in developing nations, where a few new billionaires join the global plutocracy.



Some data on economic inequality: The after-tax income of the top 1 percent of Americans rose 228 percent from 1979 through 2005, while middle class income remained flat over the last 4 decades. The richest 0.01 percent of earners made 5.1 percent of all income in 2005, up more than 300 percent from just 1.2 percent in 1960. Bad economic times like the present just exacerbate inequality. Even as most Wall Street companies lost billions in the sub-prime mortgage debacle after they had already made billions, they gave obscene bonuses to their employees: the average topped $180,000 for 2007, tripling the $61,000 in 2002. Scholars used to predict that high levels of economic inequality like we have today would lead to rebellion. But there are now insufficient tools and paths for rebellion, because the plutocracy has eliminated them. Instead, citizens are offered elections whose outcomes can be controlled and subverted by the ruling class.



The New World Order is getting what it wants: a stable two-class system, with the lower class serving the elitist upper class. The paradox is that along with rising economic inequality and apartheid is mounting consumerism and materialism that is used to pacify, distract and control the masses. That’s where easy credit and cheap products from low-wage nations are critical. The poor can have cell phones, 24-7 Internet access and increasingly cars, while the bejeweled upper class travel in private jets and yachts, vacation on private islands, and have several gated mansions maintained by servants and guarded by private police. We have a technologically advanced form of medieval society. It is working in the US and China and most other places. Elections just mask economic tyranny and slavery.



The ruling class knows how to maintain stability. Keep the masses distracted, fearful, brainwashed, insecure, and dependent on government and business sectors for survival. Train people to see themselves as relatively free consumers. Maintain the myth that ordinary people can become wealthy and join the ruling class, which theoretically is not impossible, but of no statistical significance for the masses.



There are no easy paths to restore power to the people. But here are three strategies worth considering. First, the real power of the masses is as consumers, not as voters, workers, activists, or Internet users. Weakened unions, globalization, technology, and illegal immigration have sapped the power of workers. National economies, especially the US, depend on consumers. Suspensions in discretionary consumer spending used as a political weapon could force reforms. But curbing personal spending and saving money has become a rare form of civil disobedience. Consumers buy stuff when they want it, not when they can afford it. Rulers have replaced chains with debt and no political leader in a very long time has championed economic rebellion.



Second, because they are more a tool of tyranny than rebellion, the masses should stop giving credibility and legitimacy to faux democracies by boycotting elections. Plutocrats cleverly equate patriotism and good citizenship with voting while at the same time ensuring that no genuine change agents can succeed even if elected. All election results can be subverted by the forces of corruption. Those promising change, like Barack Obama, do not pose a lethal threat to forces of evil and corruption. Sadly, refusing to vote in corrupt political systems is another worthy but unpopular form of civil disobedience. The compulsion to vote is a political narcotic that sustains democratic tyranny.



Third, people must seek forms of direct democracy that give them political power. National ballot measures and initiatives are needed to make laws, impose spending mandates and recall elected officials. A most important tool is constitutional conventions outside the control of status quo preservationists to obtain systemic reforms that governments will never provide, as explained for the US at www.foavc.org. No greater example of ruling class power exists than the absence of massive public demands for using what the Founders gave Americans in Article V: the convention option to circumvent and fix the federal government that – amazingly – has never been used, and that no presidential candidate has supported, including constitutional champion Ron Raul.
